Here, rename TranscodedWallpaper.jpg to TranscodedWallpaper.old. %USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes\ Open explorer and type the following in the adress bar and hit Enter: Maybe your TranscodedWallpaper.jpg file has become corrupted.
